Civil nuclear reforms among 10 key bills slated for Parliament’s winter session

The Centre is set to introduce 10 significant bills in the upcoming Winter Session of Parliament beginning December 1, with the most prominent among them being The Atomic Energy Bill, 2025

The proposed legislation seeks to open up India’s civil nuclear sector to private players for the first time, marking a major policy shift in how atomic energy is regulated and developed in the country.

Alongside the landmark atomic energy reforms, the government has also lined up several other crucial bills aimed at restructuring education, infrastructure, financial regulation and corporate governance.

Key bills listed for introduction:

  • Higher Education Commission of India Bill, 2025 – to create an independent, transparent accreditation and regulatory system for universities and higher educational institutions.
  • National Highways Bill – to streamline and expedite land acquisition for national highway projects.
  • Corporate Laws Bill, 2025 – to amend the Companies Act, 2013 and LLP Act, 2008 for greater ease of doing business.
  • Securities Markets Code Bill, 2025 – to merge SEBI Act, Depositories Act and Securities Contracts Act into a single regulatory code.
  • Amendments to the Arbitration and Conciliation Act – including changes to Section 34 following recent Supreme Court observations.

Two pending bills from the previous session and the first supplementary budget for the year will also be taken up. The session, comprising 15 sittings, will conclude on December 19.
