The Enforcement Directorate (ED) has found that Faridabad-based Al Falah University appointed three doctors, two arrested by the National Investigation Agency (NIA) and one identified as the alleged suicide bomber in the November 2025 Red Fort area blast, without any police verification or background scrutiny.
In a chargesheet filed under the Prevention of Money Laundering Act (PMLA), the ED has named Al Falah Group chairman Jawad Ahmad Siddiqui and the Al Falah Charitable Trust, which controls the university, as accused.
The agency alleged that the institution generated illicit funds by collecting fees while misrepresenting its accreditation and recognition status. The ED has provisionally attached the university’s land and building in Faridabad’s Dhauj area, valued at around ₹140 crore.
Statements recorded by the agency revealed that the doctors, Dr Muzammil Ganaie, Dr Shaheen Saeed and Dr Umar Nabi, were appointed without police verification, despite being linked to terror-related activities.
The November 10 blast near the Red Fort killed 15 people and injured several others.
