New Afghan order raises concerns over Pakistan’s water security

The Taliban regime in Afghanistan has announced plans to build dams on the Kunar river, a move that could restrict water flows to Pakistan’s Indus river system. 

This development comes just days after deadly border clashes between Afghan and Pakistani troops that left hundreds dead.

Supreme leader directs dam construction

Taliban supreme leader Hibatullah Akhundzada has ordered the dams to be built “as fast as possible,” instructing Afghanistan’s water and energy ministry to engage local companies rather than waiting for foreign firms. 

Taliban deputy information minister Mujahid Farahi and water and power minister Abdul Latif Mansoor emphasized that Afghans have the right to manage their own water resources.

Rising tensions with Pakistan

The directive follows lingering tensions along the Afghanistan-Pakistan border, which only recently saw a ceasefire on October 19 after Qatar- and Türkiye-mediated talks. 

The border clashes have strained relations, and water management now adds another layer of potential friction between the two neighbours.

Backdrop and implications for Pakistan

The announcement also comes amid Pakistan’s growing concerns over water security, particularly following India’s suspension of the Indus Water Treaty. 

Experts warn that the dams on Kunar river could further reduce Pakistan’s water inflows from the Indus system, compounding the country’s agricultural and energy challenges.
