Planning a 360-degree assault on organised crime: Amit Shah

Union Home Minister Amit Shah on Friday inaugurated two key databases hosted by the National Investigation Agency (NIA),  the Organised Crime Network Database and the Weapons Database for lost, looted, and recovered arms. 

Addressing the Anti-Terrorism Conference-2025, Shah said these databases would be accessible to law enforcement agencies across India and form a “core asset of the zero-terror policy.”

Link between organised crime and terrorism

Shah emphasized how organised crime networks, initially involved in ransom and extortion, often connect with terrorist organisations when leaders flee abroad, using criminal proceeds to fund terrorism within the country. 

He emphasised that every state, with guidance from the NIA, CBI, and cooperation of the IB, should use these databases to eliminate organised crime within their jurisdiction.

360-degree assault and technology integration

The Home Minister announced that the government will soon roll out a “360-degree assault on organised crime,” underpinned by a seamless national-level framework for technology and data sharing. 

Shah urged agencies to adopt a “Duty to Share” approach instead of “Need to Know,” stressing that integrated technology and communication across central and state agencies are essential for effective action.

Shah also unveiled the updated NIA crime manual and called for full implementation of the database framework, signalling a new era of coordinated action against organised crime and terrorism.
